Donors to resume aid activities in Nepal

KATHMANDU, Sept 21, 2005 (Xinhua via COMTEX) -- After withholding their aid programs for four months, a group of leading bilateral donors said on Wednesday they have now decided to resume their programs in Kalikot district in mid-western Nepal.
In a public notice issued on Wednesday, ten bilateral donors said they were now satisfied that there was safe environment for their staff to operate in the district, some 700 km west of Kathmandu.
They said they had received assurances from the anti-government guerrillas that they (the guerrillas) would honor the "Basic Operating Guidelines" accepted by the donor community.
Donor agencies including German Technical Agency, Department for International Development of the British government and World Food Program, however, warned that they will stop their activities in any other region if their staff were subject to threats, intimidation or physical harm.
The aid agencies had stopped their activities in Kalikot district from May 15, this year after two of their local staff, including a woman, were badly beaten up by guerrillas.
The guerrillas have been pressurizing the local and international non-government organizations to register with them before launching any development activities in their strongholds.
The "Basic Operating Guidelines" adopted by the donor community said, among others, that they don't accept their assistance being used for any military, political or sectarian purposes.
