Govt nominates 14 ambassadors
Upadhyaya named as NHRC chief

KATHMANDU, Dec.18: The special meeting of the council of ministers Monday has nominated ambassadors to 14 diplomatic missions and recommended the names for the position of chairman and two members of the National Human Rights Commission.

The meeting held at the official residence of Prime Minister Girija Prasad Koirala in Baluwatar forwarded the name of former Chief Justice Bishwanath Upadhyaya as the chairman of the National Human Rights Commission on the recommendation of the Constitutional Council.

The Council consists of Prime Minister, chief justice and leader of the main opposition party in the parliament, and Speaker of the House of Representatives and Chairperson of the Upper House of the parliament.

Two members nominated to the commission are Dr. Lila Pathak and Gauri Pradhan. Two members of the commission are yet to be decided. The positions of the Commission had remained vacant for about six months.

The meeting proposed 14 names for Nepalese diplomatic missions abroad. The proposed names are: Advisor to the Prime Minister on foreign affairs Dr. Suresh Chalise for the United States of America, Secretary at the Foreign Ministry Bhagirath Basnet for the United Kingdom, central committee member of Nepali Congress Ms. Sailaja Acharya for India, Pramesh Hamal for Belgium, Hamid Ansari for Saudi Arabia, Dr. Ganesh Yonjan for Japan.

Similarly, others proposed for the ambassadorial positions are: Pradeep Khatiwada for Bangladesh, Bal Bahadur Kunwar of Nepali Congress (Democratic) for Pakistan, Secretary at the parliamentary secretariat Surya Kiran Gurung for Russia, Tanka Karki of UML's student council for China, former Vice Chancellor of Tribhuvan University Dr. Nabin Prakash Jung Shah for Thailand, Dr. Suryanath Mishra for Qatar and Ms. Purna Laxmi Sharma BK for Myanmar.

Similarly, Joint Secretary at the Foreign Ministry Dr. Dinesh Chandra Bhattarai has been appointed Nepal's permanent representative at the United Nations, New York, according to Narendra Bikram Nembang, Minister for Law Justice and Parliamentary Management. The names would be presented at the parliamentary hearing committee for approval.

The ambassadorial positions had remained vacant from several months to several years. The ambassador for France is yet to be proposed.

Speaker at the House of Representatives (HoR) Subash Nembang said that the meeting also discussed the contemporary issues including the tabulation of the draft interim constitution at the parliament for its approval.

Amik Sherchan, Deputy Prime Minister said he had reservation on the appointments as they should have been done by the interim government with the participation of the Maoists.
