Top priority to peace process, says Sitaula

KATHMANDU, Dec. 18: Home Minister Krishna Prasad Sitaula Monday said that the draft interim constitution would be tabled in the House after it is endorsed by the cabinet.

He said that the government was committed to initiate arms and army management process at the earliest date possible so that the interim constitution could be promulgated.

Informing the House about the latest developments regarding the ongoing peace process and the process to implement the draft constitution, Sitaula said 35 UN monitors would arrive by the end of December to initiate the monitoring works.

He said that 70 containers had already arrived and being painted in Birgunj for depositing the arms and these containers would be taken to cantonment sites.

"We are in the mid-way of our roadmap for establishing peace,"he said. He also called for cooperation from all to materialise the dream of holding constituent assembly elections and the government has a notion that it would move ahead after taking all the democratic forces with it.

"It is the need of the hour to forge a broad unity among all the democratic parties and it is a must for the parties to move forward after forging goodwill and reconciliation,"he added.

Members of Parliament during the special time Monday demanded for tabling the draft interim constitution at the House of Representatives for discussion before it endorses. They also asked for expediting the arms and army management process.

Welcoming the draft constitution, Bharat Mohan Adhikari of CPN (UML) said that the draft constitution had encompassed all sections of the society. He said the avenue for republicanism has been opened up with the introduction of the new statue.

Ananda Prasad Dhungana of Nepali Congress said that the new constitution had ensured the constituent assembly polls within stipulated time. He also called for presentation of the interim constitution to the parliament and expediting the process of arms management.

Hom Nath Dahal of NC (D) said the constitution with inclusive nature had proved the supremacy of people.

Pashupati Shumsher Rana of Rastriya Prajatantra Party (RPP) objected to the non-inclusion of opposition parties in making the country's constitution. He said that the way to exclude other than the eight parties from the decision making process was undemocratic and of autocratic nature.

Navaraj Subedi of People's Front Nepal (PFN) said the constitution should be tabled for discussion in the parliament and some of the clauses should be reviewed for making it a people's document. He said that the constitution has not an inclusive nature, as it has not addressed all the burning issues.

Lilamani Pokhrel of PFN said leaders of some parties have misinterpreted the provision in the constitution itself that it would be promulgated soon after the beginning of the weapons management process. He said that the new constitution has not left any room for the king.

Birodh Khatiwada of CPN-UML had objected that the copy of the interim constitution should be provided to the MPs before discussing about it.

Chitra Bahadur KC of PFN said that the eight political parties were being autocratic, as they had not given any space for other parties in decision making process. He said that the eight parties have sidelined the other forces in the formation of the local bodies and while registering parties in the Election Commission.
