73 police posts restored

BHAIRAHAWA, Jan 5 - Altogether 73 police posts in several districts have been reinstated by Thursday. Fifty-seven police posts in the six districts of Lumbini zone and 16 in Dhankuta district that were shifted to district headquarters during the insurgency have been restored back in the villages.

The development has come following the special directive issued by CPN (Maoist) Chairman Prachanda on Wednesday. Prachanda had directed his party cadres to facilitate the reinstatement of displaced police posts in the Terai region immediately to make it possible to conduct constituent assembly (CA) elections on time.

Other displaced posts will also be restored soon, according to Zonal Police Office, Bhairahawa.

Meanwhile, 16 out of a total 31 police posts, including the area police office, are yet to be reinstated in Rupandehi district, according to the office. Likewise, 13 out of 42 posts in Kapilvastu district, 16 out of 25 in Nawalparasi, five out of 14 in Palpa, 11 out of 12 in Gulmi and 10 out of 14 in Arghakhanchi are yet to be reinstated.

The sending back of policemen to the villages has been sped up lately. Though the Maoists were earlier hindering the process, we now have problems related to buildings, budgets, communications equipment and other logistics, said Senior Superintendent of Police Binod Singh.

Detonating bombs, Maoists had damaged 11 posts in Gulmi, seven in Kapilvastu, 12 in Nawalparasi, six in Arghakhanchi, including the district police office (DPO), two in Palpa, including the DPO, and 13 in Rupandehi during the insurgency. Similarly, eight police posts in Kapilvastu, four in Nawalparasi, two in Arghakhanchi, 11 in Palpa and six in Rupandehi were partially damaged in Maoist attacks.

Meanwhile in Hetauda, an all-party meeting held at the District Administration Office on Thursday decided to reinstate police posts on condition Nepali Army (NA) personnel in barracks situated at different villages are sent back to the battalion concerned.

Currently, three squads of the NA have been stationed at Phaparbari, Basamadi and Daman VDCs.

Also, the meeting decided to instruct all the VDC secretaries to get back to their respective villages. Eight groups of secretaries will be sent to the villages by January 15, according to sources.

In Dhankuta, all the 16 police posts displaced due to insurgency were reinstated by Monday, according to DSP Harihari Shrestha. All the police posts had been displaced five years ago.

Parties’ meet against police post

KASKI, Jan 4 (PR)- Representatives of political parties and other sectors after an all-party meeting held here on Thursday agreed not to reinstate police posts in the district until the interim constitution is promulgated, on the demand by Maoists.

However, they have agreed to send VDC secretaries and the government team for distributing citizenship certificates to villages for purpose of the constituent assembly elections.

The chief district officer Bimal Prasad Dhakal had proposed at the all-party meeting held at the district administration office to allow policemen and government officials to go to the villages.

"Policemen are not needed in rural areas. So we decided not to send them to the villages," Maoist district secretary Karan said, adding, "Other parties, too, supported our proposal."

"We agreed not to send policemen to villages thinking that it would be wiser to settle things in consensus," said Kaski secretary of CPN-UML Rabindra Adhikari.

Police posts from Deurali, Hansapur, Birethanti, Ghandruk, Nagdanda, Dhampus, among other VDCs, have been displaced.
